Whistleblowing function

A whistleblowing function is in place to prevent serious irregularities from taking hold in Skebo’s organisation. The whistleblowing function is important from a democratic perspective and to strengthen trust in Skebo.

Through the whistleblowing function, an employee or resident can report suspicions that a senior manager, key person, or elected representative within Skebo has committed serious offences that cannot be handled within the organisation. The function also covers employees within Skebo who hold a position of trust in their work for others.

Scope

The whistleblowing function can be used for serious irregularities, such as bribery, fraud, theft, conflict of interest, inappropriate secondary occupations, or situations where someone gets a private gain or advantage because of their position. The scope also extends to employee relatives who benefit, violations of the law, or serious deviations from internal guidelines and rules in the position.

The function is not for general views on leadership, the work environment, or business planning. For such cases, contact should instead be made with an immediate manager, senior manager, HR, or union representative. Anyone who is subjected to victimisation, harassment, or reprisals must promptly inform their manager or someone else in whom they have confidence, HR, or a safety representative.

Registration/Report

The person who reports a whistleblowing case is always anonymous to Skebo, regardless of whether or not the report
is made anonymously.

Reports in the whistleblowing function go to an external auditing firm, KPMG, which carries out an initial
assessment. Reports that fall within the scope of the whistleblowing function and that relate
suspicions of serious irregularities are then investigated by the external auditing firm. When
the investigation is completed, the report is submitted to contact persons at Skebo for further handling.

The aim of the external investigation is to:

  • Find out in more detail about the tip
  • Evaluate the nature and severity of the tip
  • Investigate whether the tip is reasonably justified and if there is a need for immediate action
  • Clarify what further investigation can/should be carried out
  • Provide a basis for an assessment and recommendation on how the case should be handled

Skelleftebostäder shall assist the auditing firm with relevant material and documentation for the investigation. If it is assessed that there is a suspicion of a crime, a report must be submitted to the police.

Reports submitted to Skebo are public documents that can be requested. A confidentiality evaluation is carried out for each request.

Contact persons at Skebo

The employer appoints persons who are authorised to receive reports from the external auditing firm. Contact persons for reporting at Skebo are the CEO or Chair of the Board.
